As well, from having worked with this egregore for over two and a half years now, I will say that there's a gray area where people aren't punished, but the do get their lives turned upside-down. This is often the case with well-meaning but abusive parents, and agents of government agencies who aren't corrupt, but who are mindlessly enforcing edicts, victims of authority who pass on the abuse.
